The Development Assistance Database (DAD) which was initially introduced by the Budget Department of the Ministry of Finance in 2003 is the only reliable information management system of the Islamic Republic of Afghanistan.
Primarily, it aimed at collecting data only to support the annual Budget Process however, later the scope became vast from Budget Support to coordination of external aid to support to ANDS sector costing to ensuring the aid effectiveness, and to provincial budgeting.
DAD provides first hand information on development assistance for Afghanistan enabling the Government of Afghanistan to identify the gaps in sectoral allocation of aid and to identify the over-funded and under-funded provinces. It also helps the Government of Afghanistan to ensure that there are no duplications in Donor activities.
The DAD uses the Harmonized Reporting Format which was introduced and implemented by Aid Coordination Unit at the Budget Department of the Ministry of Finance in 2007 to capture maximum information on aid flows in Afghanistan.
The DAD is now available online in order for donors to access the information on aid in Afghanistan and to align their activities with the Government priorities and requirements based on the information in DAD.
The next step would be to assign each donor a username and a password so that they can log in to the database server and to change or add new information on their activities in Afghanistan. |
